Design, development and hosting of a Web-based Application Framework for online application, uploading of Entrance Examination result, option form filling( Online counseling), seat distribution and allotment for admission to various courses in Bihar State. Services to be offered, based on the above mentioned web-based framework shall be as follows:

• Make available Online Application Form accessible to the aspiring candidates on the Internet either from any cyber café or any Application Receipt Centers (ARCs) established by Department or any home computer connected to Internet through the admission website designed, developed by MKCL and hosted on MKCL?s Server
• Allocate examination center and seat number for Written Test to the candidates
• Generation of personalized Admit Cards of the candidates and make it available for downloading and printing on the website
• Generation of (block-wise pre-printed seat numbers, names, scanned photographs and signatures of the candidate) examination center-wise attendance sheets for the Written Test
• As per the merit list generated and published, make available online Option Forms (preference of the colleges) accessible to the candidates
• Allotment as per Seat distribution and the merit list preferences of college given by the eligible candidate
• Online Support during the Online admission process
• Provide login to Admission committee authorities, ARCs, registered colleges to monitor the admission process and to the applicants to know the status of their application
• Provide training to Admission committee officials and ARC
• Provide to aspiring candidates Customer Relationship Management (CRM) services such Short Messaging Service (SMS), E-mail, login on the website

• Designing of Sample Application Form
• Make available facility of sale of Sample Application Form, filling in and submission of Application form for written test, immediate data entry of the form in the software application along with scanning the photograph and signature of the candidate, and acceptance of Application fee by cash at identified Data Processing Centers (DPC) of MKCL for the aspiring candidates.
• Provide one copy of computer generated printed application form and acknowledgement cum fee receipt to the candidates who have filled in the application form with photograph, signature, the required documents, and fee by cash in the DPC.
• Establish and provide to aspiring candidates Customer Relationship Management (CRM) services such as - Call Center, Short Messaging Service (SMS), E-mail, login on the website.
